Is it time to cut after my mini bulk?

Bulked up a lil. I suppose I gained 0.5kg of fat and the rest is either water or muscle. My debloated body is 11bf. But looks 19ish atm. Should I cut? Will cutting to 7bf make my bloated physique as if I use roids? Cuz last time I did that when I was 9bf. Some ppl were suspecting me I think. Cuz I was big and high vasulcarirty
