Absolutely, back in the old days in Romania, cops could do anything - they could walk into a store, take anything they wanted, then leave without paying, go to a bar or restaurant, eat and drink for free, etc...They could stop anyone in the streets and if that guy had something they liked, like a cool hat or watch, they could simply confiscate it for some bullshit reason and simply walk away. Nobody dared to stop them, because they could beat you.

Well, back in the communist era, everyone was paid pretty much the same, it didn't matter what you did, so most people tried to take advantage in other ways from their job - steal from their workplace, ask for bribes and gifts, etc., everyone was corrupt.

In smaller towns and rural areas the police is still corrupt, but in bigger cities it's closer to the regular European police, so it's much more difficult now to bribe your way out or get away with committing illegal stuff for a long time.
