It would be pretty safe to do at home if you could disinfect and know exactly where to cut, most just have local anesthesia and and not even stitches. But sometimes you do need stitches, you need to know exactly where to cut to prevent high bleeding and nerve damage

If it inhibits your tongue's movement, then yes, get it cut. Otherwise, no.
