Yes, its cheap and your lips are an issue
I'd say lip filler looks better, because of the process in which a lip flip is done it might end up giving you duck lips.

I've never seen a 1:1 philtrum to chin ratio

Doesn't look as bad as I thought it would, but yeah definitely get lip fillers and chin implants, I think you'd ascend more from lip fillers
