For most people. If you're low bodyfat and you chew mastic gum, and eat enough protein, your jaw probably isn't what's holding you back. Unless you need jaw surgery (it's bad).

If you mean angularity alone then I doubt it.

But if you mean forward growth, then it very well could be, as you can't have a well projected jaw, no maloccluision and a recessed maxilla at the same time.

So a good jaw projection essentially makes your forward growth good, again assuming you don't have an underbite or whatever.
