Nope, the knee plates can fuse up to a year later the forearm plates so even if ur forearm plates are fused, u cannot be certain that your growth is over. Additionally, X rays can't reveal residual growth plates (only MRI) so even if your knee x ray comes back fused, you may still have some small residue growth left.
