yes but only if you're already prone to photo-bleaching to begin with.

it won't make someone with dark hair that doesn't carry a copy of the genes responsible for that suddenly develop highlights, but it will speed them up massively for people that do.

but people that carry those mostly have fair features, there's exceptions though, some meds have photo-bleaching.

everyone with dark brown hair could do it, when i was younger my hair colour always got lighter in the summer
