There are a variety of different methods/types/ways of going about a lip lift. Yes, it could fix it, but make sure you do your research.

Would it be worth it?

Unless your harmony is genuinely fucked over by your philtrum, no.

How much does it cost

few thousand. dependent on who you go to, location, etc.
