i'm not sure about either of those things. orbital decompression is for when your eyes go too much upwards, downwards, or to the side and bulge out. he has slight bug eyes but they are natural and in their right position. i don't think he is eligible for that surgery.

Slightly bulgy eyes and weak under eye support

His eyebrows could be thicker and lower set

Trust me he would greatly ascend with orbital decompression and eyebrow transplant
