I have a friend who looks similar to you he has a buzz cut and it looks good maybe cut your hair shorter around this length:

Coloring not good, hair color is ok, thats only bad if bald, ginger or grey hair

Skin too pale & red

Brown eyes can look good but it doesnt compliment ur coloring
