Is there literally anything to save this (other than surgery) is it really that bad?

I’m sorry bro, but other than surgery, you’re not gonna have much success, maybe fix diet and sleep to reduce eyebags.

Other than that i recommend infra orbital + supra orbital rim implants and a fat graft. Your eyes will be very good after this
