You have good mandible but as @betamanlet mentioned in bad position. Its look like downward growth because your maxilla is long, especially long midface. But your gonial angle is ok.
Unfortunately I don't think It's possible to make your jaw body parallel to floor cause you should shorten your upper maxilla, long nose which is almost impossible.
That why compact midface and parallel to floor mandible are correlated. Strong mandible with low gonial angle stops maxilla from Lenghtening
