It's from maxilla , he has dark under eyes aswell with negative vector

Look also at his nostril length , that's because his midface is concave he lacks bone projection in the midface but his bite is good probably naturally compensated

I wont call It recessed maybe not 100% Ideal but whatever at least at First glance, i dont know your palate widht and maxillary sagittal projection.
