Looks ight imo (considering lens distortion) lip lift or lefort 1 would shorten it but idk if it's ideal or not (the surgery not the philtrum length)

You could try lip filler to make it perceived as shorter, you could also try hide it with facial hair. This is as far as soft max goes for plithrum I think.

You can only "fix philtrum" with a beard + mustache
Also the problem is that the tip of your nose is too upturned and it makes your philtrum look bigger than it is, also I don't think it looks that noticeable
