is one's physiological response to growth inhibiting conditions dependent on genetics or epigenetics?

For example,

I've noticed that some studies state that giga underweight children experienced delayed puberty as a result

delaying reproduction to conserve bone growth

But I've also read that it could be theoretically possible for during a state of stress, giga underweight children to experience precocious puberty as the body's attempt to reproduce asap before the human dies

prioritizing reproduction over bone growth

are both cases possible? and is the one physiological response someone experiences due to their genetics or epigenetics?
