Is outer brow lift retarded?

Assume NCT with negative eyebrows too.

Would outer brow lift to make the eyebrows positive and create some illusion of PCT be a good idea? The ideal would be obviously to move the eyebrows down but this is most likely impossible.

You can move eyebrows down with botox, weakens the muscle so it creates more natural hooding. But wouldnt do anything wrt pct i think
