Dunno, I think it could be sometimes but mostly it is because wrong (soft)diet and mouth breathing during childhood and puberty.

People debate a lot on this but in reality both genetics and the environment matter. Mouthbreathing in childhood is certainly wery bad for you and it's proven to correlate with things such as increased vertical jaw growth, decreased intermolar (maxillary) width and increased facial convexity even by multiple mainstream studies. However, genetic component in forward growth and jaw development is also said to be at least 60%. Not everyone who mouthbreaths like a subhuman during his teens turn out birdcel. Young tom cruise is one example. His teeth are are fucked up and he is clearly recessed but only mildly:
