Mostly genetics unfortunately that's why long pfl is rare and looks good , but you can look good with low pfl too assuming it's not from Fetal Alcohol Syndrome jfl. Some gooks get some kind of surgery to give the illusion of longer eyes, it has to do with the lower eyelid

My medial canthus is way way way above average in length and being downturned which is why my pfl is so high, without it my pfl would be average.
