Is selfishness a made up concept to control societal norms?

Technically, every single action man makes, can be considered selfish. Would this make the concept of selfishness meaningless? Through a broad lens, I’d say yes. But, that broadness includes actions that range from mass murder for personal gain, to eating ice cream. So, do you think selfishness is a made up concept to control societal norms since technically every action is selfish?
