Is sub 5 higher then LTN?

there was some dude on tt saying sub 5 is higher then LTN and i never really thought about it until now
 
sub 5 = LTN technically speaking but
Sub 5 is also entirely a different rate in Normie Scale
 
all ltn = sub 5 but not all sub 5= ltn
