Because taller skulls.
Is the reason well developed men are rarer is because it takes much more forward growth to achieve a similar appearance to a women?

Its smiple its a optical illusion, womens skulls are smaller on avg then men, they also have smaller jaws. So even a women with a somewhat resccesed jaw will look better on avg then a man with ressccesed jaw. Its One reason even the mews say its hard to tell downward growth of jaws in small children and they go for treatment around age 7 at earliest.
