basicly everyone except k.shami and clav are copecels selling 20$ guides trying to earn money on sub5 people who don't know what org is. it's realy sad tho imo😢

Smooth PDO threads will not increase canthal tilt, they only provide collogen through a similar mechanism to microneedling. It will produce no visible change the outer canthus on any region surrounding it. Smooth PDO threads are only the ones performed at home (to my knowledge). They are lower risk and require less precision.

If you go to a clinic, you can get barbed PDO threads. These actually lift the skin by snatching the inner layers of skin with barbs and "clipping" it to the skin above. According to a cosmetic surgeon who administers barbed PDO threads (extremely biased source), the skin will remain lifted and the collegen produced in response to the PDO threads will "support" the stretched skin even after the thread is broken down.

It should be noted that most PDO thread treatment have minimal results (not that this is bad, even just a slight improvement in canthal tilt would be beneficial). Unfortunately, most of the time this is administered it lifts the brow as well, as it is primarily used by middle-aged to older women trying to look young. There is hope though. Trying to adjust the canthal tilt while keeping eyebrows lower set should be possible. If the barbed threads are administered from the side only it would elongate the eyes and raise the tilt (in theory). The improvement to canthal tilt would be insignificant though. Below I attached a result that seems to have isolated the hooding of the eye and eye instead of the eyebrow. This is very promising and suggests it may be possible to isolate the out canthus only.

If you are serious above this, I would speak to a doctor who administers PDO threads and ask if they can perform a lift of the eye without the brow (would require precision and expertise, go to a trusted doctor (expensive)).

It is currently not feasible to lift the outer canthus using PDO threads on your own. Barbed threads must be used as opposed to smooth threads. Go to a clinic and speak with a reputable professional to see if they could lift the eye but not the hooding or eyebrows. Specify barbed PDO threads.
