Height of the cheekbones is bonemass and volume related, it's impossible to have high or low set cheekbones unless a deformity.

No but what we perceive as the height is the hight uof the og curve and the mass of the bone at the top part

this isnt necessarily true your mid face length also plays a role in hows its visually seen
