Could it be the undereye area lack of support pulling it down? Usually that only happens when older I think.

Depends on the surgeon but getting all of those will cost you a pretty penny. It will totally ascend your eyes though

The holding is not what gives you NCT. It is the natural form of your eyes. The hooding barely pushes your eyes down in the pic you posted
