Yes and no. You are born with the same number of hair folicles, and those hair follicles remain from neonate to adult.

You can make those existing hair folicles thicker with topical minoxidil or oral minoxidil. You could also get hair transplanted to your desired areas, but this will be a bit more expensive.

Doing this will make your eyebrows appear wider and thicker.
