check from the side profile if you lack upper maxillary projection. if u have a flat mid face it’s very likely for ppl to have dark or hollow under eyes, although there’s some exceptions. also if u have scleral show under the iris that’s an indication of lacking under eye support as well. the procedures you mentioned address different things but can fix similar fail is that one may have regarding the eye region

Dark Underyes are caused by three main factors
> If it's genetic,you can't escape it
> Being sleep deprived
> Maxillary Recession/poor underye support

haven’t looked much into reviving genetic under eye bags so can’t comment on that. couldn’t PRP or some variation of laser treatment assist in improving them by a decent margin?
