u seem young like 16 years old so ur bones will still grow

i can totally see potential, figure something out for your eyebags and if pubety doesn't take care of chin height, then get a genioplasty. that would boost ur looks a lot.

u have okay hair but i would suggest dreadlocks for now it improves appeal like crazy and would look more prettyboy.

u can try to use concealer for under eyes if u dont find/cant get another fix for now.
