Yeah at 15 it would most likely still be developing if you were "normal", but you're recessed so obviously you don't have any predisposition to forward growth. My orthodontist has shown me pictures of some of his younger patients and quite a few have managed to fix their recession without surgery but even if you would start right now it's already too late for you. I don’t beleive the second was taken at night as i dont think ive ever taken my pictures in the morning but I could have just been bloated in the second picture.
