I think so, the brain is an expensive organ, so when there's a lack of glucose, the head/brain changes as a response.

Whites have bigger skulls than blacks. I haven't looked it up, but it is hard to believe that the biggest framecels in Africa, the Somalis have large skulls.

There is a small correlation between head circumference and IQ. But I don't think his head is that huge, he's just very skinny
