Yes, but social conditioning can change the way people act. Laws, religon, culture, and social trends heavily dictate how people act, because they pull people away from their instincts. East asian countries see people like machines, so if an individual stands out, then they mentally become uneasy. Most east asians would rather walk by a child split in half screaming, rather than help because it would make them the center of attention.
