Is there any ways to fix recessed maxilla during teenage years?

Can braces/orthodontic treatment fix a slightly recessed maxilla? (What i mean is like 1-3 millimeters). Can bone development of the maxilla be also maxxed by increasing testosterone? Cause i genuinely hate my bad lower eyelid support.
