Is there anything at all that you can to get lower set eyebrows?

relaxing your frontalis muscles, other than that i don't think there's a lot of efficient methods

The same way there are eyebrow lifts, the opposite also exists, if you're not looking for surgical intervetions then getting them thicker will make them appear lower set, use minoxidil+dermarolling, dye, eyebrow pencils, etc.

Why the hell would you want to look more ogre and intimidating?

Botox, also thickening them with minox can make them look lower set since they're bigger
