It still holds relatively true even today atleast in europe and north americas. Major deviations from it do exist in more culturally focused
or family orientated places like china or other asian countries, but it still holds relatively true across multiple cultures.

Should you use this to explain human behaviour? Absolutely not, there are loads of other theories that explain different parts of human behaviour and for good reason. They go from how behaviour comes about (multiple theories on this alone), how to change them, and many have created multiple different "hierarchies" of needs. Best way to explain human behaviour is using multiple approaches to explain it because behaviour is a collective sum of someones environment, biology, and inner experience.

Fun fact: Maslow stole the hierarchy of needs from the blackfoot/siksika nation in canada and largely contributed zero additions or iterations to make it unique (plagiarism). It contributed alot to the view/history of pyschology but it's been largely outdone with more modern theories like self-determination theory (SDT) or other theories that do a better job at explaining behaviour. Still "his" hierarchy of needs gives a good description of what people generally need to feel fulfilled.

I'd recommend looking at Banduras reciprocal triad of determinism or skinner's operant conditioning if you're looking to explain human behaviour or to change someones behaviour, possibly your own.

TLDR: Maslow's "thoery" is dogshit, look into other explanations.
