"Without surgery" Dumb question. Most things that matter require surgery and fillers to fix. And fillers don't exactly fix them, just mask the issues.

Before surgeries make sure that your infraorbitals are really recessed, it might be lack of fat under the eye or the skin there is too thin, if when you are touching and you feel the a bone they are not recessed, buy vollufiline or hydrate the area frequently
