Grow your fringe, the problem with the current hair is that the sides are longer than the front (Also helps hide the forehead acne). Just tell the barber to cut short on sides and grow out the top. The main surgery I would consider is rhino, your mouth to nose ratio is bad, and maybe a lip lift, since the philtrum is quite high (you can also fraud that by letting the moustache grow, and if the current facial hair is shit, just use minoxidil to fix it)
