Is this an inflammatio related problem?

So I dont have acne, but I often get these these whiteheads on my head skin, face, chest, so basically on androgenic areas. On face its not bad, but why the fuck would I get it on hair area? Its not pimples, its just these damn whitheads. I also have days where my skin on the head/scalp itches. I dont suffer from hair loss though. Maybe someone here knows what do it.
