Somewhat, but he has severe dentoalveolar protrusion making his chin look worse than it actually is.

Usually, the lower incisors become upright during puberty and cause mandibular arch crowding but for some people it doesn't due to various reasons.

I don't think he has proganthism tbh. He has the opposite of it in fact his teeth are titled inwards in the other pics he posted This guy is from lookism btw

Yes, his maxxila is recessed. His chin doesn't project forward, it's recessed. It's supposed to lie along the same line dropped from forehead.

It's the angle. I have it to some degree and it can look flat based on the angle. Only a lateral ceph will tell you the truth, but the outward appearance of his mentolabial and lips are enough info
Can it be fixed tho

The incisor protrusion? Unfortunately I think only extractions can solve that. That would worsen the overbite(dental decompensation; overbite as the features I described earlier are a part of Class 2, Division 1 malocclusion) which then makes the person ready for a mandibular/double-jaw osteotomy.

Extractions of the upper or lower incisors can fix this issue?

Extractions of the premolars to create room for the incisors to tilt backwards.

For him, he would have to extract the two of the lower premolars and use braces to bring the teeth and incisors back, after which the distance b/w upper and lower jaws can be closed with surgery.
