The 271k figure was only identified individuals and doesn't speak for the general death population being unidentified or records being lost or destroyed. This is why no one denies the 271k figure, its instead treated as a confirmed minimum value of deaths in most contexts. It's not treated like 271k people only dying which is what you're saying.
