Is UEE fully caused by bones or skin?

depends on the person some people have hooded eyes do to fat and others have hooded eyes due to their bone structure. It is always a mix of both though

Why is it that people get fat/skin removed there, rather than getting more of it...people look stupid and surprised with a lot of UEE...

when i wake up i have slightly less hooding because the skin is upwards
but nothing extreme
