someone said i need hydrocortisone for my big nose. Is Voltaren a hydrocortisone?

no, it's not a hydrocortisone.
hydrocortisone also isn't even going to do anything for your humungous nose unless you have temporary swelling/inflammation, other than surgery and weight loss your only real method is gonna be accutane
