I haven't tried it, but if it's anything like castor oil (which I have tried) it probably just gives you very very small boosts over a long amount of time

my under eye fat pads are shit at 16 and idk why, any suggestions on what I can do or what caused them?

Cant really tell. They did like 1 studie on female breasts with only 28 subjects. Their size only improved a tiny bit. With 5% volufiline and they saw results after around 25-50 days. Dont really think it works that good permantly tho tbh. Not enough research, and if it was really that good, botox wouldnt really be that big of a thing anymore.
