We have similar frame issues jfl.
It's the narrow ribcage, that make your hips give a more protrusive look.
Besides that your proportions look decent.
Hit your shoulders and lats TETRAHARD and overall focus on upper body including abs ie. also obliques.
NEVER WEIGHTLIFT LOWER BODY!!! It'll only worsen it, trust me.
Only train them during HIIT sessions.

Your frame isn't even that bad. You still have shoulders that are wider than your hips, + your neck is fairly thick.
Go workout, son.

They should roidmax but just train shoulders for 8 weeks straight.
 
Nothing unusual. This is just gigaskinny. Like sub 50 kgs
