In Latam it's fine to say it as long as u not trying to demean the person, more like affectionate.

Some of my family refer to me in a non offensive way as triguenito (how we define people of my colour), and same for my family members darker than me (negrito, morenita) or lighter than me (fresita, mono, rubia), it's just the culture and people from Latam are v v mixed so it's no different to in the west a group of friends Calling the shortest one in the group dwarf or mouse, or the fattest one elephant or pig or big unit or whatever
