Isn't hgh illegal?

On this incell fourm, there are mountains of guides and people claiming that they got their hands on hgh. All this brings up one question, how did they get it without getting punished? If you didn't know hgh is illegal in the U.S. unless it was prescribed by a doctor (or for where I live). You might say "Oh just don't get caught dipshit", but if the government where to do an investigation on you, they could easily find that you bought hgh. So, have these people lied about getting hgh or do you think that the government really does not care about this kind of stuff?
