It's just empty rethoric to make it look as if they are good guys, they always use those words.

That prison is just a torture camp for any random man they get in Gaza including lots of medical and red cross/crescent staff, elderly people and even 13 year olds. Hundreds have been released from there in the last months and several have given similar testimonies and physical evidence about dogs trained to rape them and sick stuff like that
