it's because the parents are a mix of the surrounding countries, it means very little.

you're still considered non native born if your parents are belgian and dutch even though there's no difference at all genetically.

This overestimates the native population though because nons who have been in the country 2+ generations are counted as natives. In most Euro countries, that would be negligible, but in a couple countries, like Germany and France, there is a significant population of nons who have been there that long (since the 50s).
