Yep only jats and rors have high steppe enough and thats like 15 million population combined both in Pakistan and India.

But you will see alot white passing one here and there .

And the people you are talking about are kalash they are not even South asians ethnicly and they speak their own language and follow their own religion

Rors have more steppe than pashtuns and high stepp doesn't always mean colored eyes and fair skin .
