For the skin color, it was something I saw on TV when I was travelling through southeast asia, of course they were probably marketing gimmicks to dumb people, but in South Korea this stuff is legit, they made documentaries on it. Of course, it would be very difficult for someone to permanently change their skin color, but it's possible to completely change how you look and gain a lot of traits that make you look more white. Since South Koreans or asians in general are not dark skinned, it's possible for them to look more white, but for a very black person, it would be very difficult to do so. As for the whole gender thing, it's not that advanced, they can't really make a woman into a man, they can remove her boobs but they can't attach a functional penis and testicles that produces sperm, just like they can't do the opposite for a man, they can give him estrogen so he has boobs, but they can't make him be like a real woman.

Or if you're black, instead of trying to be Chad, you can try to just be Tyrone. My childhood friend is friends with a Tyrone who is actually not amazing looking but he has a good jawline and facial features of an alpha male and he is muscular, and he has lots of sex every week with beautiful white girls with Online Dating and in clubs and parties. However, he is like 6 foot 2 in height, so if you're short, you're never going to be able to pull it off. However, I also know a guy who is short (around 5 foot 5) and he is not good looking at all but he is white and has a very confident and cool personality and he is very good with women, we were in the same class last semester and we were doing a group project with him, his black girlfriend and a white blonde girl who is much hotter than his girlfriend and he was hitting on her and teasing her while his girlfriend was right next to him and she didn't say anything. So I think that although looks, height and race matter to a certain extent and can make life harder or easier, at the same time, self confidence also plays a huge part. He told me that the reason why he was so confident around strangers and girls is because his parents made him take a lot of public speaking classes to max out his social skills 2 years ago when he was only 16 years old. So, one of the best things that a guy can do other than gymmaxxing, skinmaxxing and surgerymaxxing is public speaking classes to improve his social skills to a point where he can pickup women easily. Game is bullshit that's true but there is something about being confident and talking to women easily that women really love and appreciate, but it's something that you cannot fake, it has to be genuine, and your personality develops as you gain experience.
