you do have outward gonions, however your philtrum and weak chin makes you look like the grinch.

if i was you, i would focus on training neck for the time being, keep working out, stay lean & eat healthy. (you are 16 so i doubt you can get surgery)
you also really need to fix your eyebrows. they look fake and too well kept. (makes you look uncanny & faglike)

in the future:
chin filler on each side of the chin for width & height.
an upper lip lift, which you could do when you turn 18.

i see people saying that you look like ian somerhalder, i see the resemblance, so try going for a look similar towards him. look at how his chin and lower third looks compared to yours, that should be your goal.
