Can this be done without expanding palate? Like can you wear retainer to keep palate the same but push maxilla forwards?

you will just destablize the tooth in the alveolar ridge so its not a good idea

Salludon focused mostly on the back third and only got upswing, forward growth is a myth.
 
focus a lot on overall posture since bad posture is the real deal breaker, then worry about your tongue
